"VANCOUVER – It all started on the streets of Romania and now Arctic, the three-legged, four-month-old puppy, is enjoying his new home in Enderby, B.C."
It is estimated that there are about three million stray dogs in Romania and while an animal protection law was passed in 2008, meaning no healthy dogs could be put to sleep, that changed when a four-year-old boy was mauled to death by a pack of dogs in 2013.
That led to a law being passed enabling the state to put dogs to sleep if they are not claimed in two weeks after being brought to a shelter.
So Arctic is really lucky he escaped that fate and now he is adjusting to life in his new home.
